Mr. Coughlin is applying only for WSPP's mediator panel, because of time pressures. 

Mr. Coughlin served as a Utility Commissioner for six years with the Wisconsin PSC, while being a member and/or representative of several energy-related committees (including NARUC, NERC, EMF, MARC).  Prior to being a Commissioner he was Secretary of Labor for the State of Wisconsin and a Labor Lawyer in private practice of law. 

Mr. Coughlin was also the first Chair of the PJM Interconnection, L.L.C. during the FERC's ISO approval process.  And currently a PJM Board member. 

Mr. Coughlin has presented testimony is proceedings before state and federal regulatory authorities and has testified before Congress regarding the electric industry.
